When William Fogarty discovered that he had never delivered the money order to pay for his parking ticket, he promptly drafted a letter to the Norfolk, VA police department and enclosed his debt.  What makes this somewhat unique is the fact that the parking ticket was issued back in 1946.

$1 and debt free.

Would you have taken the same action as William Fogarty?
